Before rural land can be used for housing, it must first be rezoned within the Christchurch District Plan from rural to residential through a plan change
Land Use Recovery Plan (LURP)
The LURP directs the Council to put in place land use policies and rules to assist rebuilding and recovery of communities disrupted by the earthquakes.
