We’re upgrading the traffic signals at two intersections, Buckleys Road/Russell Street and Buckleys Road/Kerrs Road.
Project details
These signals are at the end of their working life and need to be replaced. At the same time as we do the signal replacements, we’ll be making some minor safety improvements. These include:
- The merge lane for drivers turning right from Kerrs Road will be removed, making the intersection fully controlled by traffic signals. We’ll also add a small speed hump and surface treatments in the left slip lane to slow vehicles turning into Kerrs Road.
- A green arrow will be added for those turning right into Russell Street from Buckleys Road, and the pedestrian crossings on Buckleys Road will be changed to allow people to cross in two stages.
Our contractors, Fulton Hogan, will be on site at the intersections of Buckleys Road/Russell Street and Buckleys Road/Kerrs Road from Monday 20 July and will be working between 7am and 6pm Monday to Friday.
The work is anticipated to be finished by mid-August 2026.
Fulton Hogan will contact residents and businesses directly ahead of any impact to individual property access or if there is any significant change to the work programme.

Traffic impacts
Temporary traffic management and detours will be in place to keep road users and contractors safe. Please take care to follow signage and reduce speeds when travelling through the work site.
- Buckleys Road will be reduced to one lane in each direction around our work sites, with the traffic lights at both intersections turned off.
- Kerrs Road will be closed at the intersection with Buckleys Road.
- Access to Russell Street will be left-turn-in only from Buckleys Road.
- Cyclists will need to merge with traffic through the sites.
Access to Eastgate Mall
The entrance to the Mall on Russell Street will remain open, and the Linwood Avenue entrance to the mall will be open.
The Chelsea Street entrance is closed due to the current wastewater renewal project.
