We’ve been working in Templeton to construct the next section of Puari ki Niho-toto South Express Cycleway and complete upgrades to water and roading infrastructure.

Installation of the latest section of the South Express cycleway in Templeton is now complete, and students from Templeton School have been among the locals already enjoying the ride.
South Express is a separated two-way shared path for cyclists and pedestrians that, once complete, will link Christchurch city to Templeton, joining up with the Selwyn District Council’s cycleway on Jones Road to provide a safe link through to Rolleston.
The new 2km section of cycleway starts on Waterloo Road near Barters Road and continues south to Jones Road. It includes lighting to improve visibility, increasing safety for cyclists and pedestrians.
Installation of the cycleway was combined with water and roading upgrades in the area, including replacing the water supply pipe on Railway Terrace, replacing the deep-dish channel on Railway Terrace and resurfacing the roadway and northwest footpath. All of this work is now complete.

The remaining section of the South Express cycleway
The final section of the full 15km route to be completed includes the Gilberthorpes Road/Waterloo Road/Parker Street/Moffett Street intersection, and a stretch of Waterloo Road from the western end of Kyle Park to Finsbury Street.
In April, the Council agreed to pause work on the permanent design of the cycleway through the intersection while Council staff report back on options to enhance the safety and effectiveness of the intersection in time for consideration as part of the 2027-2037 Long Term Plan. The Council will explore options to improve the safety and usability of the intersection for pedestrians and cyclists ahead of permanent changes.

In March 2026, our contractors started work to upgrade and replace aging water supply pipes on Waterloo Road between Bicknor Street and Kirk Road, and on Kirk Road between Waterloo Road and Bailey Street.
The work includes trenching, laying the new pipe and reinstating the road surface. At times, the work will require closures to side roads, Railway Terrace, Mahoe Street, Riwai Street, Kopara Street, Kissel Street and Bicknor Street.
Our contractor will temporarily shut off water services to connect the new water network into the existing system – residents will be notified beforehand.
This project is expected to be completed in July.

We’re replacing water supply pipes on a section of Main South Road, starting at Halswell Junction Road.
The work will be completed in four stages, with reduced speed limits in place around the work site:
- Stage 1: Halswell Junction Road to Pound Road.
- Stage 2: Pound Road intersection. Pound Road closed southbound from NPD, with a detour in place via Waterloo Road.
- Stage 3: Pound Road to Marshs Road.
- Stage 4: Marshs Road intersection. Marshs Road closed at the intersection, with a detour in place via Trents Road.
We expect this work to be completed in late September 2026.

Traffic impacts
We know roadworks can be frustrating. We’ve carefully planned our programme to keep traffic flowing and get out of the way as quickly as possible.
Traffic management is in place, and you should expect delays when travelling through the area.
During the work, there will be times when on-street parking and vehicle access to properties are temporarily restricted. Our contractor will contact residents directly to move vehicles if necessary.
