Matsons Avenue, Chapel Street and Harewood Road - major cycle route, roading and wastewater renewals

This work includes installing new wastewater and stormwater pipes, improving walking and cycling connections, as well as reconstructing road surfaces and footpaths.

Project overview: This project will be delivered across multiple zones, with work taking place on Matsons Avenue, Harewood Road and Chapel Street at the same time to reduce the overall construction duration.

Zone 1, Matsons Avenue and Zone 3, Harewood Road between the railway line and Harris Crescent. Work includes:

• Stormwater upgrade
• Wastewater upgrade
• Streetscape enhancements
• Footpath upgrades
• Cycleway installation
• Landscaping

Zone 2, Chapel Street and Langdons Road:

• Wastewater upgrades

Our contractor will start enabling works from Monday 25 May, followed by main construction starting from Tuesday 2 June.

All work is expected to be complete by December 2026.

Enabling works start, Monday 25 May 2026

We will begin potholing investigations to locate underground services and understand conditions.

This work will take place:

• On Harewood Road (between Chapel Street and Matsons Avenue).
• On Harewood Road near the railway crossing.
• At the Matsons Avenue and Windermere Road intersection.

Impacts of enabling works:

Temporary traffic management will be in place to keep everyone safe while we complete this work. This will include shoulder closures, reductions in lane widths, manual traffic control, and the temporary removal of on-street parking in the working area.

Two-way traffic will be maintained at all times during the enabling works.

Construction work start, Tuesday 2 June 2026

Once enabling works are complete, work will begin at the same time on the three zones.

Zone specific impacts:

Zone 1 - Matsons Avenue (cycleway construction, wastewater and water supply upgrades, street upgrades)

• From Tuesday 2 June, we will maintain two-way traffic until July. Our contractor will be in touch with more information.

Zone 2 - Chapel Street and Langdons Road (wastewater and water supply renewals)

• From Tuesday 2 June, the right turn from Harewood Road into Chapel Street will be restricted.
• At times, a one-way system will be required on Chapel Street.
• At times, Chapel Street will be closed in stages as work progresses.
• From mid-June, a one-way system will be in place on Langdons Road.
• Further information will be provided before these changes are in place.

Zone 3 - Harewood Road (Wheels to Wings cycleway connection)

• From Tuesday 2 June, we will reduce the width of the lanes on Harewood Road. This will help us undertake work safely and two-way traffic will be maintained for the works.
• At times, turning movements into side streets may be restricted (including Chapel Street).

What to expect during construction

• Temporary traffic management (cones, signage and barriers) will be in place.
• Reduced speed limits through the work site.
• At times, lane reductions, shoulder closures and turning restrictions.
• At times, temporary one-way systems or short-term road closures.
• At times, stop-go traffic controls may be used to help manage traffic flow.
• Temporary removal of on-street parking in work areas.
• Increased noise, dust and vibrations during works.
• Temporary impacts to property and business access (we will work with you to maintain access as much as possible).
• Changes to pedestrian and cycle routes, with traffic management in place to guide you safely.

Please advise Isaac Construction if you have specific property access requirements e.g. medical vists, large deliveries, home help or any planned works.
