Brighton Mall Upgrade - Te Ara Kuaka

What

We're upgrading Brighton Mall with new streetscape features and underground services to create a more attractive, accessible, and vibrant town centre. Works will include new wastewater pipes, paving, lighting, landscaping, and other streetscape improvements.

Why

This project will renew ageing infrastructure and improve the appearance and functionality of Brighton Mall, creating a more welcoming space for people to enjoy while supporting the long-term revitalisation of New Brighton.

Project overview:

The Brighton Mall Upgrade will create a more accessible and welcoming connection between the beach, pier, local businesses, and surrounding developments. It will give the mall a fresh new look and create an attractive central gathering space that complements the nearby Village Green and Pierside developments.

The improvements will include:

  • New paving along the mall that incorporates the newly gifted name for the mall, Te Ara Kuaka, which means “the pathway of the godwit”.
  • A new central gathering area with seating, planting, irrigation and feature lighting.
  • New streetlights, feature lighting of the palm trees and central gathering area, and crime prevention cameras.
  • Upgraded drainage infrastructure with increased capacity.
  • Cultural artwork in the central gathering area.
  • New bespoke seating, rubbish bins, drinking fountain and signage. 

The work will be delivered in stages to ensure upgrades are completed safely and efficiently.

Stage 1 – Wastewater upgrade

From Monday 24 August, we'll begin installing new wastewater pipes in Brighton Mall. To carry out this work safely, sections of Brighton Mall will be temporarily closed to vehicles. This means:

  • The pedestrian section of Brighton Mall will be fenced for the duration of the works, allowing the construction team to work safely and efficiently. Pedestrian access will be available throughout the works.
  • A one month road closure will be in place on Brighton Mall at the intersection with Union Street and Seaview Road.
  • A two week road closure will also be in place at the intersection of Beresford Street, Oram Avenue and Brighton Mall while we install a new wastewater manhole. The closure at this intersection will restrict access from Beresford Street and Brighton Mall into Oram Avenue.
  • Delivery access for businesses will be managed by the onsite team.
  • Bus routes 5, 60 and 135 will be temporarily affected while these works are underway. Please check metroinfo.co.nz/timetables/updates(external link) for more information.
  • Where pedestrian crossings are affected, clearly signed alternative crossings will be provided.
  • Temporary fencing and traffic management will separate pedestrians from the construction area.

Stage 2 and 3 – Streetscape upgrade

Once the wastewater works are complete, construction will move into the streetscape
upgrade phases. During these stages, the construction area and temporary fencing will be reduced, with work focused on the pedestrian section of Brighton  Mall.

Pedestrian access will continue to be maintained throughout the works, although some routes may be temporarily adjusted as construction progresses (with clear signage in place).

What to expect during construction

  • Temporary traffic management, including cones, signage and barriers.
  • Temporary removal of on-street parking in active work areas.
  • Increased noise, dust and vibration during construction.
  • Temporary impacts to business access. We will work closely with businesses to maintain access wherever possible.
  • Changes to pedestrian and cycle routes, with traffic management in place to guide you safely through the area.
